After I added a new tool, the diameter and corner aren't initialised (see first tool in the tooldatabase). Yet, after selecting it in Speeds and Feeds, both values are filled in.
So, if these values are known, why aren't they shown in the tool list?

That is because you added the tool as "Generic".
"Generic" if for cases when you don't want to define all possible sizes and instead want to enter a size on your own every time you load the tool.
The reason it does have values when you load them is there needs to be a value. It can't be empty. You are just expected to enter your own value every time.
It makes sense to save generic tools with the diameter you use most often.
