Chapfer tool is a generic solid endmill. Set dia to the size of your tip. Or in case of sharp tip set it to the effective dia you will be cutting with. Also make sure you set actual shank dia, also put helix angle=0 and tip angle to 45 (90 incuded). That's it. I have one of the champfers I am using has 1/8" tip, 1/2" shank, with 90 deg included angle. Again you should use generic solid endmill. Also you can change the way cutting edge angle is represented by clicking on angle pictogram. There is a choise of Lead angle, Taper andgle and Tip angle. The pictogram will show you how angle is measured. There is really no reason to create another tool type from my end. Tapered generic endmill works perfectly. Alternatively you can be using a v bit as well, its still and endmill, just make sure you put 2 flutes in there.
