Resulting RPM was reduced because of the lenght of the tool?

Hey, i have a issue. Most of the calculations i try to do it gives this error "Resulting RPM was reduced because of the lenght of the tool" it does NOT matter how long the tool is. Even if its 1mm (super short) it still limits the RPM. Please, is there anything i can do to fix this? Thanks!
